It's a new trial by the justice minister for low level criminals doing hard labour. The open bollards give a sense of freedom (and keep undue stress levels low), but there is always the knowledge that the red & white tape is there to stop them.

For those who don't get it, I thought I should explain this:
These men were installing bollards to stop cars parking on the pavement outside an Irish sports bar. They were cleaning up at the end of the day.
Wonder how long it was before they realised they could not get out ??
Ok, the actual reason is even funnier!
